Building trust
Strong governance and transparency of the data and business models behind digital identity provision are key to build trust with people. To avoid surveillance, the safe capture, storage, transfer and agreed usage of identity data requires strict oversight. 
Interoperability
Digital identity provision needs to be interoperable. Some digital identity models have developed from banking communities sharing data, others from payment networks or mobile operators. The next chapter must break new ground and function across sectors and borders. 
Accesibility
The accessibility of digital identity systems will be judged. In many countries, citizens do not have access to identity documents, while people with disabilities, or without technical skills or the latest devices may be disadvantaged.

eIDAS Directive
In 2014, EU issued the Electronic Identification, Authentication and Trust Services (eIDAS) Regulation that required EU states to establish national schemes for electronic identification that meet certain technical and security standards. These national schemes are to be connected allowing people to use their national electronic identity card to access online services in other EU countries. 
Passau Declaration
In 2020, under the auspices of the German EU Council Presidency, Ministers of Transport from EU member states and EFTA countries adopted the Passau Declaration “Shaping the mobility of the future with digitalisation – sustainable, safe, secure and efficient”. 
eIDAS 2.0 Regulation
In 2021, the European Commission put forward a proposal building on the eIDAS framework, aiming to enable at least 80% of people to use a digital identity to access key public services across EU borders by 2030.

As a result of a public debate and of a democratic decision process, a European Digital Identity Regulation - (EU) 2024/1183, also known as eIDAS2.0 - was adopted on 20 May 2024. It ensures a framework to enhance the way citizens and businesses securely identify and authenticate themselves online, strengthening trust in cross-border services by ensuring the availability of a unified, secure, and user-friendly digital identity solution across the EU.

EU Digital ID & Wallet Project

The eIDAS 2.0 Regulation, amending the Regulation (EU) 910/2014 on electronic identification and trust services for electronic transactions in the internal market (‘the eIDAS 1.0 Regulation’) is aimed to offer a European Digital Identity to all EU citizens, residents and businesses.
It creates an obligation for each Member State to provide for their citizens and registered businesses at least one European Digital Identity Wallet. 

All Member States and digital services providers shall also ensure that the EUDI Wallet can be used across the EU, by every EU citizen, business and resident in the Union who want to electronically identify themselves or provide confirmation of certain personal information to access digital services, public or private, online or offline, remote or in person.

The eIDAS 2.0 compliant applications can be a way of using your national electronic identity card to access online services across the EU. It also enforces cross-border interoperability and therefore such application works in other EU countries, allowing you to use your mobile ID for a very wide range of purposes, of which some examples are: 

  • Accessing public services like requesting civil records, medical and tax attestations and many more. 
  • Initiating the process of opening a bank account. 
  • Applying to universities in one’s own country or other EU member states. Storing a universally applicable medical prescription within Europe. 
  • Verifying age for online or in person access to services or venues. 
  • Registering or renting a car, using a digital ID driver’s license. 
  • Checking into accommodations at hotels.
